Dated December 8, 1860, this piece frantically seeks a compromise in order to avoid secession: reassuring the South on the fugitive slave law, preventing abolitionist propaganda, limiting the protective tariff. Fisher was a Philadelphia philanthropist who married into a South Carolina slave-holding family. He thus became "interested in efforts to reconcile the conflicting claims of North and South. He wrote Concessions and Compromises (1860), a pamphlet that proposed certain changes in the method of enforcing the provisions of the Constitution touching upon slavery." DAB. Sabin 24475.
