    The aging Bishop Smith gets help from an Assistant Bishop, who reports on St. Mark's African Church: "it survived the discouraging years of the war, to begin, in a quiet way, the very work for the benefit of the colored race in our midst, required by the great change in their social condition." The Assistant Bishop delivers a vigorous Address, replete with discussion of his travels in the Diocese. He urges a strong missionary presence among "the large colored population in our save them from the delusions of false teachers and the desolating influence of an irrational excitement in their mode of worship. To do this, we must encourage them to form congregations among themselves, with officers and ministers of their own race." The Parochial Reports recount assistance to some of the southern Dioceses.
