Union soldier, Federal Judge, appointed Military Governor of Louisiana after the 12th Regiment of Maine, in which Shepley was Colonel, captured New Orleans in May of 1862. In this speech, Shepley gives an overview of "This Hellish War", to date. Soiled, staining, toning and dampstaining. Good.
