    [Bill of Rights]. Gazette of the United States. [New York: John Fenno], October 3 [misprinted "1" and hand-corrected in ink], 1789. No. 50. Contains one of the first public printings of the Bill of Rights. Bifolium, four pages, paginated [197]-200 and printed in three columns. Measures 50 x 40 cm (visible), double glazed, matted, and framed to an overall size of 64 x 54.5 cm. Partially separated along center (vertical) fold, light horizontal fold also present. Four small holes to the margins of the center fold present, but not affecting text, remnants of old binding threads present as well. Slightly toned and with minor, scattered foxing, a few phrases lightly underlined in pencil throughout. Near fine, not examined out of frame. The full text of the twelve amendments is contained on page 199 in the first and second columns.

    On September 25, 1789, Congress passed a Joint Resolution proposing twelve amendments to the Constitution. On October 2, 1789, copies of the proposed amendments were sent to each of the thirteen state legislatures for ratification. The next day, on October 3, 1789, the complete text of each of the twelve proposed amendments appeared publicly in the present issue of the Gazette of the United States. By December 15, 1791, the required three-fourths of the state legislatures ratified ten of the original twelve proposed amendments; these ratified ten amendments are now known as the Bill of Rights. The first proposed amendment, concerning the number of congressional representatives per state, was never ratified. The second proposed amendment stating "no law varying the compensation for the services of the Senators and Representatives, shall take effect, until an election of Representatives shall have intervened," was finally ratified on May 7, 1992, over two hundred years after it was initially proposed.
