Undated, but a pencil notation in an unknown hand on the first page reads, "ca. 1899." To an unnamed Senator regarding a speech recently delivered by said Senator, Bryan writes: "You are on solid ground when you build upon the declaration that governments derive their just powers from consent of the governed. I hope your patriotic appeal will reach the heart of your party..." The recipient may be George F. Hoar, Senator from Massachusetts who gave a series of speeches on the topic of the role of imperialism in the Spanish American War. Signed, "Bryan". From the Estate of Malcolm S. Forbes.
