    William H. Taft Typed Letter Signed as Secretary of War. One page on War Department letterhead, 8" x 10.25"; April 18, 1904. A letter to William Howland of "The Outlook" transmitting an article (not present) stating his position on Filipino independence: "I hope that the Republican convention will not be led into granting such a petition... The President has been anxious for me to make some public statement why I do not think it wise to grant such a petition..." Prior to becoming Theodore Roosevelt's Secretary of War in February 1904, Taft had served as Governor-General of the Philippines from 1901 to 1903, and was uniquely qualified to take a position on the topic.     Condition: Usual mail folds, and light soiling throughout. Two stray marks in pencil in bottom margin; verso has a couple of rust stains as well as a stamp identifying the letter as belonging to "Dr. Max Thorek."
