C., September 26, 1871, countersigned by Hamilton Fish as Secretary of State, appointing "Henry Chase...on his nomination by the Governor of the State of perform the duties of a commissioner substitute...'to provide for celebrating the one hundredth anniversary of American independence, by holding an international exhibition of arts, manufactures, and products of the soil and mine, in the City of Philadelphia...'" Blind stamped paper Seal of the United States in the lower left. Heavily toned in the middle; weakened folds separating at the edges and at the intersections with minor loss of paper, but not affecting the text. Larger tear at the upper right margin, but text is unharmed. Grant's signature is bold and bright.

    The Centennial International Exposition, May 10 to November 10, was the first World's Fair held in the United States and boasted an attendance of ten million people.
