More Information:

William Bayard Hale (1869-1924) was an American journalist who wrote a 1912 campaign biography of Woodrow Wilson who traveled to Mexico in 1913-1914 at the president's behest to investigate allegations that the American ambassador played a role in the overthrow of Mexico's president Francisco Madero by Mexican General Victoriano Huerta in 1913. This note may refer to Hale's clandestine visit to Mexico. Hale later had a falling out with Wilson and his reputation was tarnished after he sided with Germany during the run-up to World War I.
