Lengthy letter sent to Congressman Seymour Halpern by Governor Ronald Reagan on May 4, 1970 detailing his concerns and objections to the recently passed Welfare Reform Act (HR-16311). In part: "My opposition to the Welfare Reform Act stems from a deep, philosophical difference toward a government-guaranteed income and increasing federal intervention into state operations... the costs of the Act will be excessive... at a time when there are such heavy demands in other areas such as education and environment."
