Franklin D. Roosevelt Typed Letter Signed "Franklin D Roosevelt". One page of a bifolium, 7" x 8.75", Washington, D.C.; November 3, 1939. Addressed to Hon. Harold Knutson, who represented Minnesota in the U.S. House of Representatives from 1917 to 1949. Just one month earlier, Germany had invaded Poland and the Second World War began. On September 21, 1939, FDR amended the Neutrality Acts of 1937 to include a "cash and carry policy" that allowed the warring nations to purchase military arms, along with nonmilitary goods, under the condition that they paid immediately with cash. This letter is concerning the war in Europe and its effect on the domestic trade of furs. It reads, in full:

"I have received your letter of October 28, in which you urge that in view of the present conflict in Europe some immediate action be taken to protect the domestic fur market through the imposition by the Government of quotas on imports of furs from Canada. The attention of various government agencies has already been called to the possibility of an abnormal increase in importation, particularly of silver fox furs, due to war conditions. I am taking up the matter with these agencies in order to develop the facts with respect to the probably importation of furs and to determine what steps may be practicable should conditions appear to warrant some action on the part of the Government."
