Description

Franklin D. Roosevelt Typed Letter Signed "Franklin D Roosevelt Acting Secretary of the Navy." One page, 8" x 10.5", Washington, D.C.; April 18, 1918. Addressed to Assistant Secretary of War, Benedict Crowell, regarding draft exemptions. In part: "... General Crowder apparently takes the position that our local inspectors may ask for the exemption of men, but that their superior officer, the Chief of the Bureau, may not do so. You will, of course, recognize that there is far more danger in having local inspectors use their own discretion in a matter of this kind, without supervision, than there is in having the matter centralized in the Chief of the Bureau over them. I am perfectly willing to state officially, if it is necessary in order to conform to the law, that within the meaning of the law the Chief of the Bureau of Ordnance is, in my judgement an inspection officer. I am asking this primarily with the object of promoting efficiency and uniformity, and of preventing the kind of abuse that might arise by leaving the whole discretion in the hands of local inspectors, and I shall be very glad if some decision can be reached as soon as possible."

Condition: Usual mail folds, light soiling along upper edge, with stamped docket and file holes at top margin. Otherwise very fine, boldly signed by Roosevelt.
