In full: "Following your call several days ago, I have taken up with the Public Works Administration the question of making an allotment for the Mobile Tunnel. I am advised that every effort is being made to work out this project on a favorable basis so that an allotment may be considered. Of course, the question of the availability of funds is material and at this time, I can give no assurance that they will be forthcoming; but the project will not be overlooked if the situation permits."
