    -January 1, 1931. Albany, New York. One page. 8.5" x 13". New York Executive Chamber letterhead with vignette in upper left corner and 2.5" diameter gold embossed state seal.
    -Honorable Isaac M. Kapper is named an Associate Justice of the Appellate Division of the Supreme Court.
    -2.75" tear at upper fold, minor stains, else very good.

    Isaac M. Kapper, born in 1864, was an Associate Justice of New York Supreme Court Second District from 1913 to 1933 and, per this appointment, a Justice of the Appellate Division of the New York Supreme Court Second Department until 1933.

    A wonderful and historic judicial appointment by Franklin D. Roosevelt, a full-page folio State of New York vignetted document signed as Governor, Albany, January 1, 1931. FDR appoints the Honorable Isaac M. Kapper as an Associate Justice of the Appellate Division of the Supreme Court. The appointment reads: "In accordance with section 2 of Article VI of the Constitution and the statute in such case made and provided/ The Honorable Isaac M. Kapper/ of the County of Kings, who is a Justice of the Supreme Court of the Second Judicial District, is hereby redesignated as an Associate Justice of the Appellate Division of the Supreme Court in and for the Second Judicial Department, to acta as such on and from the first day of January, nineteen hundred and thirty-one and ending with the expiration of his term as Justice of the Supreme Court on the thrity-first day of December, Nineteen hundred thirty-four, his prior designation as Associate Justice of such Department having expired./ Given under my hand and the Privy Seal of the State at the Capitol in the City of Albany this first day of January in the year of our Lord nineteen hundred and thirty-one./ Franklin D. Roosevelt/ By the Governor:/ Guernsey T. Cross/ Secretary to the Governor." Gilt Seal of New York attached. The Honorable Isaac M. Kapper was born in 1864 in Brooklyn, Kings County, New York. In addition to being an Associate Justice of New York Supreme Court Second District from 1913 to 1933, Kapper was also a Justice of the Appellate Division of the New York Supreme Court Second Department until 1933, this appointment having so designated him. A very interesting and noteworthy appointment of Justice Kapper to the Appellate Division of the New York Supreme Court.
