Lieutenant Otis Fisher (1840-1864) was born December 5, 1840 in Newport, Maine. He entered the Rensselaer Polytechnic Institute in 1859, but left after he was commissioned as a second lieutenant in the 8th Infantry Regiment on August 5, 1861. Fisher was captured after the Battle of Cedar Mountain and sent to Libby Prison where he remained for several months before being paroled in December of 1862. He returned to his regiment in Virginia and took up a position as an aide-de-camp to General Orlando B. Willcox and an Assistant Commissary of Musters. While leading troops at the Battle of Peebles's Farm on September 30th, he sustained a mortal wound to the head. He died three days later and was buried with military honors in Trenton, New Jersey. His grave is now located in Princeton. Fort Fisher, located near Petersburg, Virginia, was named for him.

Condition: Horizontal crease through Lincoln's signature. Vertical crease through one letter of Stanton's signature. Lightly rubbed some wrinkling, especially along top right corner.
