    Description

    [Panama Canal]. Theodore Roosevelt Appointment Signed. One partially-printed page, 15.5" x 11.75" (sight), Washington, March 3, 1904, appointing "William Barclay Parsons, of New York . . . a member of the Isthmian Canal Commission." Countersigned by John Hay as secretary of state. Scattered spots of foxing and areas of wrinkling. Roosevelt's signature is bold and bright. Matted and framed to an overall size of 24.25" x 20.5".

    The primary purpose of the Isthmian Canal Commission, established in 1904 with only seven members, was to oversee the construction of the Panama Canal. Parsons (1859-1932), a civil engineer by trade, was made chief engineer of the Cape Cod Canal project the following year. Parsons also had extensive military experience, serving as a colonel in the Spanish-American War and a colonel of the 11th Engineers in France during the First World War (he was promoted to general during the war).
