The Articles of Impeachment against President Clinton

[Bill Clinton] Three Documents Relating to the Impeachment of President Clinton: (1) The Articles of Impeachment Against President William Jefferson Clinton; (2) House Resolution 614; (3) House Resolution 10. Each document was personally prepared by Congressman James E. Rogan of California, who was a member of the House Judiciary Committee and served as one of the House Managers for the Impeachment of the President. All documents are in very fine condition.

The Articles of Impeachment consist of two pages containing two articles dated December 19, 1998, and boldly signed by Speaker Newt Gingrich and U.S. House Clerk Robin H. Carle. The two pages are housed in a fine leather portfolio. The resolution reads in part, "Resolved, That William Jefferson Clinton, President of the United States, is impeached for high crimes and misdemeanors, and that the following articles of impeachment be exhibited to the United States Senate." The second article includes seven acts that the president "used to implement this course of conduct or scheme." The final two paragraphs summarize the articles: "In all this, William Jefferson Clinton has undermined the integrity of his office, has brought disrepute on the Presidency, has betrayed his trust as President, and has acted in a manner subversive of the rule of law and justice, to the manifest injury of the people of the United States. Wherefore, William Jefferson Clinton, by such conduct, warrants impeachment and trial, and removal from office and disqualification to hold and enjoy any office of honor, trust, or profit under the United States."

Resolution 614 and Resolution 10 are housed together in a leather portfolio. Resolution 614 is signed by Speaker Gingrich and Clerk Carle and appoints House Impeachment Managers from the 105th Congress for the impeachment trial. Resolution 10 is signed by Speaker of the House of Representatives Dennis Hastert and Clerk Jeff Trandahl and appoints House Impeachment Managers from the 106th Congress for the trial.

Included is a Congressman Rogan typed letter signed (July 7, 1999, on U.S. House stationery) explaining that these three "red-line copies . . . are strictly limited to 15 signed copies of each document. I [Rogan] personally prepared and designed the copy of each document. I personally obtained the autographs of former House Speaker Newt Gingrich, House Speaker J. Dennis Hastert, former House Clerk Robin Carle, and House Clerk Jeff Trandahl on each document. . . . I had these documents autographed as a memento of the historic precedent of which I was a part." These documents are a commemorative printing and are not government issued resolutions.
