Thomas Jefferson Printed Act of Congress Signed "Th: Jefferson" as secretary of state. One page, 9.5" x 15.5", Philadelphia, March 28, 1792. Issued during the first session of the Second Congress as a supplement to the "Act for making farther and more effectual Provision for the Protection of the Frontiers of the United States," March 5, 1792, this act states, in part:

    "That it shall be lawful for the President of the United States by and with the advice and consent of the Senate to appoint such number of Brigadier-Generals as may be conducive to the good of the public service. Provided the whole number appointed, or to be appointed shall not exceed four."

    Signed in print by President George Washington, Vice President John Adams, and Speaker of the House John Trumbull. Smoothed folds. Lightly toned edges. Small .5" tear at the left edge near the central horizontal fold. Tipped onto a backing board with a 3" x 3.25" engraved portrait of Jefferson to an overall size of 17" x 24.5".

    Due in part to attacks on frontier settlements by hostile Indians, the ongoing Northwest Indian War, and continuing protests from frontier farmers in response to a new tax on distilled spirits (which eventually culminated in the Whiskey Rebellion), Congress made the decision to increase the size of the standing army, giving the president authority to raise more troops and enlist the service of friendly Indians in an effort to bolster the defenses along the frontier.
