    More Information:

Non-Mormon Utah Territorial Governor George L. Woods (1832-1890) complains that the Territorial legislature filled certain political offices "independent of my authority in the premises and after adjournment I filled the said offices. . . . At the April Term of the Dist. Court for the 1st District -- Judge Emerson -- B. L. Duncan bearing my Commission and J. D. T. McCallister, a Mormon Polygamist, without any Commission, but bearing simply a certificate of election from the Chief Clerk of the House of Representatives of the Legislature and presented himself as officer of the Court. Judge Emerson recognized McCallister, and delivered the enclosed opinion. The decision is simply infamous and does us great injury Judge Emersons days of usefulness are ended in Utah. There is not a true man in the territory who could now trust him. It matters not what his motives were, his rulings were infamous to us and to the Government authority in Utah, and in all kindness to him, looking solely to the good of the Administration I ask that he be removed and some other man be appointed in his stead. . . . He also neglects & refuses to ask persons applying for naturalization, whether they are living in polygamy, thus admitting polygamists." Woods, who was serving as the ninth governor of the Utah Territory when he wrote this letter, was known for being critical of Brigham Young and exhibiting animosity towards the Mormons in general.
