Thomas McKean was a signer of the Declaration of Independence, a Continental Congressman from Delaware, the second president of the Continental Congress, chief justice of Pennsylvania, and governor of Pennsylvania from 1799 through 1808. Timothy Matlack was a member of the Council of Safety in Philadelphia before and during the American Revolution. He engrossed the official copy of the United States Declaration of Independence on display in the National Archives. This document, with blind embossed stamped seal beneath McKean's signature, is made out to Thomas Logan for "a certain tract of land called Loganwater".
