It reads in full: "The General Assembly having empowered me to draw upon the General Treasury for certain Purposes mentioned in their act for Purpose. You are therefore to pay to Nathaniel Helme Ten Dollars & charge the same to the Colony. [signed] Steph. Hopkins, C. Just."
