One page, 7.5" x 9.5", tipped into a larger sheet, so both sides are visible. Richmond, August 5, 1862. A letter to Confederate Secretary of the Treasury, Christopher G. Memminger, regarding the payment of custom duties: "I have the honor to refer the enclosed papers [not present], to you, and to request that you will inform me which instructions should be given in reference to goods bought into the Confederacy without payment of duties, when there are no custom houses... Shall the goods be seized, does a purchase in good faith, by a party ignorant of their character, exempt them from seizure?" Docketed on verso.
Condition: Age toning, with repair adding paper to tear at left, affecting several words, but not the context.
