    Alexander Hamilton Treasury Circular Signed with Franking Signature. One page, 8" x 9.75", New York; October 6, 1789. The circular is addressed to Hodijah Baylies, Collector of the Customs for Dighton, Massachusetts. Major Hodijah Baylies (1756-1842) had been one of George Washington's aides-de-camp in 1782 and 1783. The president had made Baylies Collector of the Customs just a few weeks earlier in 1789. Here, Hamilton directs him to cease discounting duty fees: "I have reason to know, that some of the Collectors have conceived themselves authorized to make y/e discount allowed by Law for prompt payment, after Bonds were given for securing the Duties. This is not in my opinion the true construction of the Act. You will therefore under such circumstances avoid making the above discount." Signed, "A Hamilton / Secy of the Treasury." With a second signature on the address panel.

    The act Hamilton is referencing was created " regulate the Collection of the Duties imposed by law on the tonnage of ships or vessels, and on goods, wares and merchandises imported into the United States" (1 Stat. 29-49 [July 31, 1789]). Hamilton had been appointed as Secretary of the Treasury by George Washington just one month earlier.

    Condition: Four pinholes to integral fold. Lightly toned. Usual mail folds. Additional paper loss to cover where seal was broken.
