Secretary of State James Buchanan Sends the Credentials of John Randolph Clay to be United States Minister of Peru in 1847 James Buchanan (1791-1868) Letter Signed as secretary of state, two pages, folio, Department of State, Washington, September 11, 1847. To "The Minister of Foreign Affairs of the Republic of Peru" Mint condition.

    Buchanan sends a letter of introduction to his Peruvian counterpart, for Minister John Randolph Clay (1808-1885), who was America's first career diplomat. He served in Peru from 1847-1860. Previously, he had been employed in various diplomatic capacities in Russia (1830-1837), Austria (1838-1845), and Russian again (1845-47). At the outbreak of the Civil War, Clay, a Virginian, moved to England, returning only once in 1865, and living there until his death.

    Buchanan writes of Clay in part, "...he knows the concern which our Republic takes in the interest and prosperity of Peru, our strong desire to deserve it by all the good offices which may be in our power. He knows, also, my zeal to promote these by whatever may depend upon my Ministry...Accompanied by LOA from PSA/DNA.
