Keith" writes and signs this letter "To some of my best respected Friends & Acquaintances at Philadelphia" explaining his sudden return "Voyage towards Great Britain" and his affection for Pennsylvania. While defending his own actions to his American acquaintances, Keith communicates his favorite characteristics of Pennsylvania: "The Publick Good & General Welfare of this Province, wch. will ever bee acknowledged by all honest men concerned to bee perfectly consistent with both the Proprietors honour & his Interest. . . . I depart now with a firm Resolution . . . that Justice in all it's Branches may be equally & impartially administered & that Peace Plenty & good neighborhood may ever abound in Pennsylvania."
