    Description

    Union General Henry H. Halleck Autograph Letter Signed to Iowa Governor Samuel J. Kirkwood. Three pages, 7.75" x 9.75". Missouri, St. Louis; February 22, 1862. Halleck writes to the Governor to explain his decision to punish the entire 2nd Iowa Regiment of Infantry. In part: "It frequently becomes necessary to punish a regiment for the acts of its individual members... Such a measure bears hard upon the innocent, but is necessary to preserve order & discipline. The destruction of the splendid anatomical & mineralogical museum at McDowell College was certainly effected by members of the 2nd Iowa. They had been specially charged with its preservation & sentinels of that regiment were continually on guard at entrances... The regiment itself was therefore chargable with the act of its members... Genl. Hamilton's order, (not the particular words used but its general character), was indeed my very instruction, I assume the responsibility of it. It is my intention to punish crime as well as to reward merit..." Flattened folds, with bold ink on bright paper.
