Gen. Joseph G. Totten, chief engineer of the U.S. Army, in a letter date October 25, 1849, "I would advise . . . that you rely chiefly on a nomination by the Representative of your District." He was finally accepted the following year and received his official notice in an appointment, dated February 24, 1850, and signed by Secretary of War Charles Magill Conrad. With several other documents and letters dating from when Ruger was a cadet, including one, November 8, 1853, from future Union General Fitz John Porter inquiring "how many musicians were present at reveille this morning, and whether they were late or not."
