A plaque inside the frame reads, "Presented by President John F. Kennedy to David F. Powers, Presidential Aide at the Bill Signing at the White House on Friday, June 30, 1961." HR 6027 Public Law 87-64, Old Age, Survivors, and Dependents Insurance Act, Amendment to the Social Security Act, was signed by President Kennedy on June 30, 1961, I the Oval Office.
