    Henry Laurens (1724-1792) diplomat and President of the Continental Congress, Autograph Letter Signed, "Henry Laurens President of Congress", one page, 8.25" x 13.25", York, Pennsylvania, January 1, 1778 to Thomas Wharton, President of Pennsylvania, informing him that he "...had the honor of making to the State of Pennsylvania was directed to the Honorable Mr. Speaker of Assembly, having been advised to so by the Delegates in Congress... Permit me this at present the liberty o sending to your hands an Act of Congress of 31st Decem[ber] for promoting a speedy reformation in the Army discipline & economy which you will pleased to lay before the proper power..." On December 31, 1777, Congress resolved "That as it is expedient to promote a speedy reformation in the army, as well for the purpose of discipline as economy; and the number of officers being already out of all proportion to that of the privates, to avoid further embarrassments in this respect, it be recommended to the governments of the several states, to suspend filling up any vacancies in their respective regiments, until they shall hear further from Congress on the subject." Congress convened in York, Pennsylvania for much of early 1778 as the British were occupying Philadelphia. Light creases, loss from seal tear neatly repaired, else fine.
