    Henry Laurens (1724-1792) diplomat and President of the Continental Congress, Autograph Letter Signed, "Henry Laurens President of Congress", one page, 8.25" x 13.25", York, Pennsylvania, June 9, 1778 to the Vice President of Pennsylvania, informing him of the enclosure of several acts of Congress including: "...27th May. for an Establishment of the American Army... 4 June for appointing Commissioners for holding a treaty with the Delaware Shawnese [sic] & other Indians at Fort Pitt the 23d July next... 8 June for raising a Company of foot in the county of Northumberland &c... for laying a general Embargo on certain articles of provisions..." In the end, the Shawnee did not negotiate with the commissioners, seeing the Americans as a threat to their territory. But certain elements of the Delaware went ahead and signed the treaty of Fort Pitt in September 1778. The treaty allowed the construction of Fort Delaware on the Ohio. The act of May 27 concerning the establishment of the army was a complete reorganization of the force with standardization in pay and personnel. It was an integral part of creating a more disciplined, professional army capable of defeating the British. Light toning at left margin, usual folds, else fine.
