    George Boutwell: Manuscript Pertaining To President Andrew Johnson And Being "Above The Law". George Sewall Boutwell (January 28, 1818 - February 27, 1905) was an American politician, lawyer, and statesman from Massachusetts. He served as Secretary of the Treasury under U.S. President Ulysses S. Grant, the 20th Governor of Massachusetts, a Senator and Representative from Massachusetts and the first Commissioner of Internal Revenue under U.S. President Abraham Lincoln. He was a leader in the impeachment of U.S. President Andrew Johnson. This 6 page manuscript, not signed but in his hand (c. 1867), pertains to Andrew Johnson being above the law, and certainly relates to impeachment proceedings. Boutwell had sent this to a printer, per the attached note, to have put into pamphlet format and have 20 copies sent to him. Some of the content reads "....the law is mightier than the King; In America a President claims to be mightier than the law"...."Andrew Johnson takes the place of Charles I and seeks to substitute his own will for the law of the lands"...."the profile of America will never permit an usurping executive to break down the securities for liberty provided by the Constitution....". Amazing content! Along with the manuscript is a Carte de Visite as well as a quote signed by Boutwell in part "Liberty can never die...".
