Franklin D. Roosevelt: Annotated and Signed Speech As President Regarding the FDA. 8" x 10 1/2" typed speech, 3 pages, ca. 1938, signed "FDR" on the third page. The speech was given "To The Congress of the United States". FDR's speech pertains to the Food and Drug Act, and the importance of it. He starts off with "Every enterprise in the United States should be able to adhere to the simple principle of honesty without fear of penalty on that account"....."the setting up and careful enforcement of standards of identity and quality for the foods we eat and the drugs we use, together with the strict exclusion from our markets of harmful or adulterated products....". "No comprehensive attempt at reform in the regulation of commerce in food and drugs has been made since 1906. I need not point out to you how much has happened since that time in the invention of new things and their general adoption, as well as in the increase of advertising appeals". The typed speech also comes with a hand written note, in FDR's hand on White House stationery which reads "Insert A, I understand this subject has been studied & discussed for the last two years and that full information is in the possession of the Congress". A rare and important speech.The United States Federal Food, Drug, and Cosmetic Act, is a set of laws passed by Congress in 1938 giving authority to the U.S. Food and Drug Administration to oversee the safety of food, drugs, medical devices, and cosmetics. Also in that year the FDA formed the Drug Efficacy Study Implementation to incorporate into FD&C regulations the recommendations from a National Academy of Sciences investigation of effectiveness of previously marketed drugs. The act has been amended many times, most recently to add requirements about bioterrorism preparations.
