    Description

    Chester A. Arthur Document Signed as President. Two partly-printed pages, 8" x 10", on blue stationery, Washington, D.C., April 4, 1882. Document authorizes "the Secretary of State to cause the Seal of the United States to be affixed to envelope containing my letter addressed to His Imperial Majesty Alexander II congratulating him on the birth of a daughter to Her Imperial Highness the Grand Duchess Powlowna..." President Arthur either didn't know, or else made a simple mistake, in identifying the recipient of his letter as Alexander II. Russian Czar Alexander II was assassinated a year before this document was signed. He was succeeded by his son Alexander III, who reigned as Emperor of Russia from his father's death (March 13, 1881) until his own death in 1894. Very large and attractive signature.
