    Description

    [Ku Klux Klan]. Thomas Ruger Report to Alfred Terry on his assuming command of the Department of the South. Nineteen pages, 8" x 10.25", Atlanta, June 2, 1869. Gen. Ruger offers his "memoranda relative to matters pertaining to the Administration of affairs in the Department of the South" to the new military commander of the Third Military District, Alfred Terry, to acquaint him with the situation of the various states. What follows is a list of posts, by state, and a brief description of the garrison, beginning with North Carolina, followed by South Carolina, Georgia, and Alabama. Northern Alabama is particularly bad as Ruger explains: "The Northern part of that state during the past year particularly before the election was more subject to violations of the peace from squads of lawless men commonly known as Ku Klux than any other part of the state owing no doubt to the condition of things in the bordering state of Tennessee [the birthplace of the Klan], from which state even, bands sometimes crossed the border into Alabama." He then gives reports of the conditions of the Adjutant General's Department, the Quartermaster's Department, the Commissary Department, and the Medical Department. With regard to civil affairs within the "department at large...it cannot be said that the civil law has been well administered in matters pertaining to the security of the person and preservation of the peace...In Georgia the country...embraced in a radius of about sixty miles about Augusta has been the scene of much lawlessness and the civil authorities have...made no adequate efforts to enforce the laws."

    Alfred Howe Terry, a Union general who had seen action at First Manassas, Petersburg, and Fort Fisher, was appointed as the last military governor of the Third Military District beginning December 22, 1869.
